Carres were provisi ally accepted only because in Marci. before (R) before establishment of Civil Government Admiralty stated that on closure of V.A.(Q) we must accept financial responsibility for maintenance. Had we not done s80 these badly needed craft would have been disposed of elsewhere. There was in circumstances no time to argue.

we ad not previously been informed definitely that cost of "raft will be borne by H.1.0. and not finally passed on. This fact certainly lessens our objection to payment of charges but we would be grateful if you would pursue atter.
